The voting and preliminary summary of the results in the 2008 presidential election were conducted in an atmosphere of widespread, brazen disregard for the law. The authorities made use of their entire arsenal of fraud and lawlessness. The citizens of the Republic of Armenia were subjected to shameful physical and psychological violence. Many cases of beatings, abductions and threats against members of parliament, journalists, proxies, and observers were reported; these incidents, however, did not receive due attention from law enforcement bodies. Obvious large-scale ballot stuffing took place during the voting. All military servicemen and many citizens of rural communities were forced to cast their votes openly, under the supervision of representatives of authorities. Furthermore, the public was provided with obviously exaggerated voter numbers.
However the main fraud was perpetrated during the vote count. Throughout this process, power was shut off in polling stations, proxies were threatened, and ballots in favor of Levon Ter-Petrossian were declared invalid or counted as votes in favor of the government candidate. Levon-Ter-Petrossian's proxies have compiled thousands of reports and thousands of pieces of evidence concerning all this.
In light of the widespread falsifications and violations which completely distorted the expression of the people's will, the
Campaign Headquarters of the First President of the Republic of Armenia does not recognize the results of presidential elections of 2008 issued by the Central Election Commission and requests that new elections be held.
We declare that we will continue the nation-wide struggle to establish a lawful government in Armenia and restore the dignity of the people.
